Correct me if I am wrong, but I am pretty sure that the Xunlai Upgrade Agents are nonexistant in the Prophecies campaign. Simply putting one in some major cities (i.e. Ascalon City) would help alot, as this is my favorite campaign, and this handicap is one of the reasons I start some of my toons in Nightfall or Factions. Any word on this?

The agent is in Lion's Arch. Close enough to the start to be useful, and not so close that it is useless when you get it (for new characters, anyway). Try checking GuildWiki next time.
